P4A is for citizens, public officials, funders, civic organizations, and others who want to help move promising public ideas toward real-world implementation.

P4A is built not just for discussion, but for progress. It provides a structured path from identifying a problem to shaping a solution and preparing it for execution.
Is Playbook for America partisan?
No. P4A is independent and nonpartisan, with a focus on practical, evidence-informed solutions and measurable public benefit.
Do I need to be an expert to participate?
No. Anyone can contribute a report, idea, perspective, or feedback. The platform is designed to help early input become clearer, stronger, and more actionable over time.
How do you organize the materials?
There are three tightly coordinated materials on the platform: Issues, Ideas and Playbooks. These materials are organized in list of 18 focus areas within three categories. All Issues, Ideas and Playbooks are assigned to up to 3 focus areas. Users choose up to 3 focus areas as their Topic Watch personalizing their home page with the materials they care about most.
What is an Issue?
An Issue is a defined civic problem or opportunity that merits attention and resolution. It frames what is happening, why it matters, who is affected, and the consequences of action or inaction. Once finalized, an Issue will be advanced into an Idea, potentially associated with other Issues.
What is an Idea?
An Idea is a proposed way to address an Issue worthy of resolution. An Idea is an early-stage solution concept that can be shared, refined, evaluated, and developed further before targeting a Playbook for implementation planning and execution.
What is a Playbook?
A Playbook is a structured, implementation-ready plan for executing a validated collection one or more Ideas. A Playbook translates a promising concept into clear objectives, steps, stakeholders, resources, risks, and measures of success. Playbooks are built from a collection of finalized Ideas. Before a Playbook is finalized, P4A searches for the right entity to execute the Playbook and to deliver a public good.
How do Issues, Ideas and Playbooks fit together?
These three foundational objects form a practical path from identifing a problem, raising an issue for discussion, through developing ideas to solve identified problems all the way through structured, vetted Playbooks, ready for execution.

How do reports fit in?
Everyone is invited to file a report whenever they see a problem.
How do I file a report?
To file an anonymous report, visit PlaybookforAmerica.org/file-a-report.
What happens to anonymous reports?
All Reports are reviewed by P4A staff and those with merit will be processed by our AI and promoted to live Issues to be addressed by P4A membership.
Are Reports really anonymous?
Absolutely. Reporters have the option to provide an email address which is kept confidential by P4A staff. Other than that we do not store any personal information about the reporter.
What happened, my report never appeared?
All Reports are given serious consideration but we are not able to guarantee they will be promoted.
